In any account of Tobago’s political development, Hochoy Charles is guaranteed a place of prominence.

Outspoken, larger than life and unwavering in his commitment to the island of his birth, Charles’ legacy goes well beyond his place in history as the first Chief Secretary of the Tobago House of Assembly (THA).

Although he was a staunch advocate for Tobago autonomy and continued to lobby for self-government for the island of his birth long after his tenure at the helm of the THA came to an end, his impact and influence on the politics of our twin islands was without question.

Charles was, without a doubt, Tobagonian to the bone. He was also a genuine patriot whose dogged pursuit of projects to propel that island’s development were not done to the exclusion of Trinidad but with the aim of securing a fair share for both islands.
